Antonio Belvedere
Antonio Belvedere, founder and Managing Senior Partner of the law firm BLV – Belvedere & Partners, is deemed one of the top experts in administrative law and in real estate law at national level.
He has followed many of the main real estate development and investment transactions, assisting players in all aspects, be them of public law (town planning and construction, rules and regulations governing trade, environmental matters) or of civil law nature (acquisitions, disposals, contracts, and income generation).
After earning his law degree with honors from the University of Genoa, he founded Studio Belvedere in 1975 and Studio Belvedere Inzaghi & Partners in 2017, the latter of which dissolved in 2023. Over the course of his many years of experience, he has also been called upon to participate in legislative scientific committees for the drafting of regulatory texts in the fields of urban planning and construction.
He is the author of numerous publications and a speaker at conferences and seminars in the fields of Administrative and Real Estate Law.

Matteo Peverati is Co-Managing Partner of Studio BLV – Belvedere & Partners.
He has always practiced law in the field of administrative law, with a particular focus on urban planning, construction, and the environment, providing legal assistance and advice both in and out of court to businesses, private citizens, and Public Authorities.
He has also gained significant experience in the real estate sector, handling, among other things, the purchase and sale of real estate complexes.
He assists the leading trade associations in the real estate sector in their dealings with local and national Public Authorities and in drafting legislative proposals and amendments at both the national and regional levels.
He contributes to specialized journals and speaks at industry conferences. He was the winner of the Legalcommunity Forty under 40 Awards in 2021 and 2022 in the “Real Estate Team of the Year” category and a finalist in the “Public Law Team of the Year” and “Real Estate Lawyer of the Year,” and “Public Law Lawyer of the Year,” as well as a finalist in the 2022 Toplegal Awards in the categories “Administrative Litigation Lawyer of the Year” and “Administrative Consulting and Procurement Lawyer of the Year”.
He joined Studio Belvedere Studio Legale Associato in 2008, the year he graduated with honors from the University of Milan, and became a partner in 2017. He was also a partner at Studio Belvedere Inzaghi & Partners – BIP.

Simone Pisani
Simone Pisani is Co-Managing Partner of Studio BLV – Belvedere & Partners.
He has been a member of the Milan Bar Association since 2007 and is authorized to practice before the higher courts. He provides legal assistance, both judicial and extrajudicial, in the field of real estate law, particularly in the areas of urban planning, construction, commercial law, public procurement, environmental law, expropriation, and real estate contracts.
He advises leading real estate investment funds and other major players in the sector, both Italian and international. He has extensive experience in development projects aimed at creating hospitality facilities, logistics sites, university housing, large-scale commercial facilities, and residential and office developments. He has provided assistance in the drafting of general urban plans, as well as in the preparation and implementation of detailed implementation plans and complex urban planning and urban transformation programs.
Of particular note is his work on the development of the MIND-Milano Innovation District, the redevelopment of the former Falck sites in Sesto San Giovanni, and his collaboration on the amendment to the Milan Santa Giulia (PII).
He was a Partner of Studio Belvedere Inzaghi & Partner, Legal Director in the Real Estate Department of the law firm DLA Piper, and, prior to that, gained experience at other prestigious law firms. He is the author of numerous publications on construction and urban planning for Il Sole 24 Ore and is listed in leading industry directories, such as Legal 500, Best Lawyers, and “Super Lawyers and Super Corporate Law Firms” published by Milano Finanza.

Riccardo Marletta is partner of Studio BLV – Belvedere & Partners. He practices in the fields of administrative law and real estate. In the area of administrative law, he has focused in particular on issues related to land use planning and trade regulations, procedures concerning public administration contracts, and environmental and energy law.
As part of his professional practice, he has provided both in court and out of court legal assistance to various municipal and regional administrations, as well as to companies with state, regional, and municipal ownership.
He was admitted to the bar in November 1993 by the Milan Court of Appeals and has been registered in the Special Register for representation before higher courts since April 2006.
He is the author of numerous publications in specialized journals and has participated in conferences, courses, and seminars, delivering lectures, presentations, and speeches on administrative law topics, including in academic settings.
He served on the Administrative Law Committee and the Environmental Law Committee of the Milan Bar Association.
He is a founding member and a member of the Executive Board of LAF – Libera Associazione Forense, of which he served as President from 2013 to 2021.
He graduated with honors in law in July 1990 and completed his legal clerkship at the law firm of Prof. Valerio Onida, President Emeritus of the Constitutional Court, where he subsequently worked as a full-time attorney until Prof. Onida’s appointment as a constitutional judge. He has been a member of the Bar Association since 2010 and is authorized to practice before the higher courts. Viviana Cavarra is partner of Studio BLV – Belvedere & Partners.
She specializes in administrative law, with a particular focus on public procurement, public companies, and the organization of public network services. In the field of public works contracting, she provides assistance to both public contracting authorities and private operators who directly undertake the execution of urban infrastructure works in lieu of payment under urban planning agreements.
In relation to real estate development projects, she also handles private contracts, including the most innovative forms such as project partnering and open-book contracting.
After graduating cum laude in 2009 from the “Luigi Bocconi” University of Milan, she was admitted to the bar at the Milan Court of Appeal and has been a member of the Bar Association since 2013.
She teaches in the Master’s program in Public Procurement and Contracts (MAC) at the Politecnico di Milano and is also the author of articles in monographs and journals on administrative law.
She gained her experience at a well-known Milanese law firm, with which she has collaborated since 2009, providing assistance and advice in both in-court and out-of-court matters on behalf of public administrations and public companies.
